  When someone is in an
administrative position to look out for themselves as well as the general
public, ethical decision making is essential.  Ethical decision making is
what forms positive social change.  If someone were to make an unethical
decision, it could cause an uproar in society of all sorts.  It could lead
to protest, outrage, violence, and lawsuits.  According to the American
Society for Public Administration’s code of ethics, the role of a public
administrator is to advance the good of the public as a whole, make decision
that may seem unpopular, however, they contribute and help society, and serve
all person with courtesy, respect, and dedication (American Society for Public
Administration, 2013).  An example would be the American Civil War and
Abraham Lincoln’s fight for civil equality and rights.  During the American
Civil War, slavery was an issue that was accepted by some and outraged
others.  The Southern states seceded from the Northern states in protest
because the Northern states were trying to outlaw slavery and create civil
rights and freedom for African-Americans.  The Northern states were in
favor of block equality or, the equal rights between groups of people or
subclasses (Frederickson, 1990, pg. 230).  The Southern states wanted to
keep things as they were because the Southern states needed help to pick cotton,
which was their major cash crop.  Without it, the Southern states would go
into economic recession.  In 1863, the first form of positive social
change occurred in the form the Emancipation Proclamation.  The effect of
the Emancipation Proclamation was to end slavery and to declare those enslaved
to be free.  However, war would rage in the fight for equality and civil
rights due to the Southern states refusing to accept social change. 
Eventually, in 1865, the war would end with the surrender of General Lee, a Confederate
to General Grant of the Northern states.  With the victory of the war,
slavery was outlawed and it led to more modern times of equality and positive
social change. 
 
Dr. Martin Luther King, Jr. said it best: “Injustice anywhere is a threat to
justice everywhere (King, 1963.)”  I believe this to be true.  An
example of this would be the situation in Ferguson in 2014.  One death
sparked nationwide attention and outrage.  It caused riots, protests,
lawsuits, and heartache.  This one piece of social injustice led to the
sense of injustice all over the country.  It is essential to act ethically
in the role of a public administrator because you never know how society will
react and feel.
